141/15 Declaration of Interest

Councillor D Madden – Strata Renewables and the land at Middlewich Road.

Present Councillor M Hodge, (Chairman), Councillor R Hurst (Vice Chairman), Councillor J Halstead, Councillor D Madden, Councillor G Yarwood, Councillor G Morgan and the Clerk .

 

142/15 Apologies

None

It was noted that Councillor D Hopley had resigned. The Vacancy Notice had been advertised.

 

143/15 Minutes

125/15 Councillor J Halstead had abstained from the vote.

131/15 amendment to ‘The Parish Council requested that the clerk ask the’ Hurricane’ football club if they could purchase a sign to indicate where the football pitches were in Cranage.’

Incorrect spelling of ‘Davaney’ to be noted.

Resolved that the minutes of the meeting held on Tuesday 20th October 2015 be approved and signed as a true and accurate record.

 

144/15 Clerks and Members report

RH wished it to be noted the speed sign had been cleaned on the A50.

MH wished it to be noted that the planning application – 15/1100C Jodrell Bank Service Station, Knutsford Road, Holmes Chapel CW4 8HU. Change of use from garage to vehicle and plant soil testing, toilets and canteen, still had not been addressed. The application had been passed at the SPC by Cheshire East but no conditions had been stipulated which resulted in the applicants not following guidelines on the operating hours and nothing could be enforced.

Resolved The Chairman would draft a letter and the clerk would send to Mr A Fisher and copy Councillor M Jones.

The Clerk requested that the solicitor could be instructed to action the land at Middlewich Road.

Resolved Knights Solicitors from Chester could be instructed to ensure the land at Middlewich Road is not developed in perpetuity. The estimated quote was accepted.

 

It was noted the Notice board updates would be accounted by –

Northwich Road – GY

Middlewich Road – DM

Cresent Road – RH

Village Hall – JH

Needham Drive – MH

 

There had been complaints that some were not up to date.

RH made a capital request (FP4) and wished it to be added to the next agenda.

 

PART 2

Resolved; “That in accordance with the public bodies (Admission to meetings ) Act 1960 as extended by the Local Goverment Act 1972 section 100 the press and public be excluded from the meeting for discussion of the under mentioned item on the grounds that the publication of the matter would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted“,

 

145/12 Resolved the Parish Council would not enter into an operators agreement with Woodside Golf Club to assist with managing the leisure facilities proposed in their planning application12/0682C.

146/15 The next meeting would be the on 1st December 2015 @ 7.00pm in Cranage Village Hall.

Appendix 1

Cranage Parish Council had supported in scrutiny planning application 12/0682C Woodside Golf Club, Knutsford Road, Cranage CW4 8HJ for a creation of 27 new bedroom hotel with 7 dwellings and community leisure facilities.

When the application was approved at appeal on 15.03.15, it was suggested that the leisure facilities were managed by the parish council. In August 2015, ‘Bowcock & Pursaill’ solicitors had forwarded a draft agreement to the Parish Council to operate the community centre. All members had read the document and there were many concerns.

The agreement would contravene many regulations with which the Parish Council had to adhere.

GM proposed – the Parish Council would not enter in to the agreement with Woodside Golf club

VOTE – Unanimous

 

A letter would be written to the applicant and copies to Cheshire East Borough Council and ‘Bowcock and Pursaill’ to confirm this decision.
