Minutes of the Parish Council meeting held on
Tuesday 4th October 2016 at Cranage Village Hall.

Presentation from Wendy Sinfield Community Relations Manager at Manchester Airport
Mrs Sinfield had attended the meeting to explain about the future changes planned at Manchester Airport. There was a power point presentation about the potential closure of Terminal 1 and the extension/ refurbishment of T2. The parking for staff and long stay car parks was due to be amended by building a multi story car park. This was in response to the amount of travel that now moved through this airport – last year flight numbers were 24.6 million.
There was an explanation of flight pathways when leaving the airport and travelling to different parts of the world especially focusing around Cranage. There would soon be a public consultation period in relation to changes and we were encouraged to register our views.
There was a question and answer session and the power point presentation would be sent to the clerk for public access if required.

94/16 ‘Fourwinds’ at Leese Crossroads
Resolved that the minutes of the meeting held on Tuesday 6th September 2016 be approved and signed as a true and accurate record.
107/16 Matters arising from the minutes
- Speed Limit on Northwich Road
A letter of recommendation had been sent to Cheshire East for a 50mph. At a recent highways meeting 50mph had been approved and should be implemented this financial year.
- Trees along A50
No action to date – Richard H would address with the land owner.
- Letter had been sent to Woodside Golf Club
- Cranage Hall Hotel
Due to the amount of complaints about the new outside BBQ area, the Chairman and the clerk had attended a meeting on the 14th September with the manager and assistant manager (Mr Richard Morrell and Mr Gareth Barron). There had been a compromise reached that time of closure would be 10.30 pm weekdays to 11.00 pm weekends, the smoking area was moved to the front of the hotel and the fire exits would have some form of alarm to alert the reception before guests moved outside without consent. The hotel had also invested in extra security cover to be aware of the disturbances. Lights outside also now have an isolation switch. The PC had added some extra comments to the retrospective planning application.
- Newsletter – September
The newsletter had been produced and delivered to all houses.
- Signs on Kings Lane
After reporting twice these still had not been removed. AK would report.
108/16 Cheshire East
The ‘Sibelico’ planning application was due to be submitted and after a highways meeting the previous day it seemed that there were concerns about the traffic this would generate in Holmes Chapel. The London Road/ Chester Road traffic light junction was under too much pressure at the moment without anymore traffic.
Goostrey PC was submitting their Neighbourhood Plan at Regulation 14. They were still awaiting the result of the Gladman appeal as it would reflect the validity of the plan.

109/16 Adult Play Area
An email had been received from a resident about an adult play area in the Parish. Pictures and ideas were circulated. RH had enquired if the Village Hall could accommodate the site.
Resolved the item would be put in the next newsletter to judge the support levels of the community.
110/16 Business Plan
The Chairman asked for some support with this issue from members and would complete before the next meeting.
111/16 Footpath and Tree report
No report
Land behind Deans Row
It seemed the Health Authority had found original unregistered title deeds. Knights were making further enquires.
Trees to 4 Needham Drive
These had been actioned by CE. A letter of thanks had been sent to the PC.
112/16 Highways
There was a Cheshire East Highways meeting on 24th October in Holmes Chapel. It was agreed that Councillor G Morgan would attend.
113/16 Planning Applications

Resolved No Comment (very little change to previous application)

114/16 Letter from Secretary of State in reference to the land at Middlewich Road
There had been a response to the letter sent to the SOS but it was very difficult to understand and see where the next route was, to follow and to resolve the issue. The Clerk had gone to SLCC for advice and they agreed the PC had received incorrect advice and had offered an alternative route to solve the issue. SLCC had referred the PC to solicitors in Norfolk who were more in touch with Local Government.
Resolved the Clerk would contact Nicholas Hancox Solicitors to seek advice and possibly a quote to further work to be carried out to resolve the issue.
115/16 Land adjacent to the Village Hall
The Clerk had met with Paul Carter Senior Estate Surveyor CE on site to discuss the detail in the PC’s proposal. It had then been presented to the Legal Department but had been refused.
It was agreed that the Clerk would contact AK for further advice.

118/16 Chairman and Members report
RH had conducted the Clerks appraisal on 12th September. The report was available for members who wished for a copy. There was an attendance record to be produced annually.
It was agreed Councillor L Dooley would attend the Powers, Duties and Precept training on 24.4.17.

The Annual CHALC meeting was on the 20th October in Middlewich.
Public Forum
There was a request from a resident that trees (fast growing conifers) were planted along Oak Tree Lane to mitigate sound and improve the street scene.
