Resolved Councillor Lee Dooley was elected Chairman for the ensuing year. Declartion of office was signed.

47/16 Minutes
The minute 36/16 had not been allocated to any business in the March meeting.
Resolved that the minutes of the meeting held on Tuesday 22nd March 2016 be approved and signed as a true and accurate record.
48/16 Election of Vice Chairman
Resolved Councillor R Hurst would be Vice Chairman for the ensuing year.
49/16 Matters arising from the minutes
- Letter to Heather Grimbaldaston CE – Smart Motorway M6
Despite two attempts from the clerk and AK no response had been received.
Resolved AK would resolve the issue before the next meeting including the last meeting with Mr P Mason and the abstinence of the tube to monitor NO2 on Oak Tree Lane.
- Land adjacent to Village Hall
Mr Lee Beckett Surveyor Cheshire East had requested the scheduled works that were required on the land adjacent to the Village Hall.
Resolved three members of the Parish Council and the Clerk would meet before the next meeting and discuss a plan of works and time required.

No action to date but the clerk was pursuing.
- Road Surface on A50
The works had been completed.
- Hedge at Leese Crossroads
The hedge had been cut by the occupier but it maybe was not low enough. This would be monitored.
- Water lying behind Village Hall # ref 81288129
Mr Richard Jones CE had organised UU to attend the site and they had uncovered a manhole cover and jetted the drain and thought it had been resolved. RH had visited site and disagreed and it was being pursued further.
50/16 Annual Parish Meeting
It was agreed that the monitoring by ‘Dustscan’ was not instructed as it seemed there was no benefit.
MH had written to Mr P Mason CE about advice and costing available to monitor the pollution and noise.
The Chairman wished to thank Mr D Ward for his efforts in communicating the recent information.
Resolved MH would await a response and report back at the next meeting.
The Parish Council were meeting with Julian Wilson from Smart Motorways M6 on 6th June.
51/16 The Paddock on Middlewich Road
The Clerk had received advice from NALC and the solicitor acting on the behalf of Cranage Parish Council from Knights , regarding the disposal of land to the company set up by the residents for £1.00. They felt it was against procedure to carry out the transfer. (Appendix 1).
Councillor R Hocknell had proposed before the meeting “I Richard Hocknell supported by Lee Dooley,George Yarwood and Rachel Hurst give notice under the standing orders of Cranage Parish Council to rescind the resolution regarding the land at Middlewich Road made on the 24th February 2016, in light of the legal advice provided by Jane Moore and Rachel Hackney.”
A new proposal was put forward after a discussion by Councillor R Hurst ‘to rescind the resolution from February 2016 to dispose of the land at Middlewich Road for less than the market value.’
This was seconded by RJH

Resolved the land at the paddock would not be transferred to the Cranage Resident Company.
It was agreed by all members that Councillor G Morgan and Councillor Lee Dooley would draft a letter, with the approval of members, for the Clerk to send to the Secretary of State explaining the background position and the action we have considered around transferring the paddock to the residents company (and the controls that would exist within that company to return the paddock based on a referendum vote) and ask if, in these circumstances, the Secretary of State would be likely to approve the transfer for less than the market value.
52/16 Highways
Big Stone Crossroads
AK had organised a site visit with Mr. E Parry and Gill Kidd and it had been put down for improvement. (e mail circulated) . He would follow up and report back.
RTA
There had been an accident in April outside Big Stone Cottages.
Hermitage Bridge
There still had been no action since the transfer to CE. AK would chase up.
Estate Agent signs
It seemed all the estate agents had taken actions to remove the signs from the highway verges.
Meeting with Simon Davies CE, LD, DM and the Clerk
CE had disallowed CPC instructing Harrisons to action an extra cut across the parish.
SD had agreed to cut out the grass verge to enable walkers to travel safely along the A50. This had now been actioned.
53/16 Footpath and Tree Report
Genni Butler had approached the Parish Council for a contribution to the finish the middle section of FP4. It is a route which used by school children as well as other residents. It was anticipated to be in the region of £4,000.
Resolved the Parish Council would financially contribute to the improvement of the footpath depending on quotes received from Cheshire East.

FP11 stile had been actioned by Barry Poole and a new finger post had been ordered.
Land behind Deans Cottages
A response letter 23.03.16 had been received from Councillor R Bailey about the PROW behind Deans Row. It was in procedural progress and CE was not at fault.
It was agreed GM and the clerk would follow up with Knights solicitors as their progress was very slow.
54/16 Planning Applications
- 16/2138C 35 Armistead Way Cranage CW4 8FE. Extend the existing garage in line with the porch with a with a first floor first extension matching the existing dormer profile.

55/16 Bowling Club
Resolved the Chairman and the Clerk would meet with the bowling club to discuss the car parking after the recent complaints.
56/16 Audit 2015/16
The audit was presented to full council and the report from JDH Services was discussed.
Resolved the Audit was accepted by full council
Transparency Code
The new regulations were communicated to full council.
Resolved – Councillor L Dooley would be the Councillor responsible with the Clerk to implement the TC.
The fixed asset register was discussed.

Councillor A Kolker updated members on current issues in CE.

Resolved the above payments be approved and signed for as above.
There had been a Grant fund request from Cranage Preschool due to members not reading the accounts it would be on the agenda at the next meeting.
Leek United Bond
The bond was due to mature in June. The clerk would decide the amount to be transferred into the Natwest to cover expenditure for 2016/17. Councillor L Dooley would act as the new signature

Business Plan
This would be on the agenda by the next meeting
INOS meeting
LD reported the meeting on 10.5.16.
The opening of the Bowling Club was 5th June if members wished to attend. .

MH reported it was still not being adhered to by the occupants.
60/16 Clerks Report
SLCC Code of Conduct Course
The clerk would attend on 12th July in Chester
61/16 Play Area
The signs would be in situ on the play area this month. The lottery sign had to be sited.
CE (ANSA) had full responsibility for the legal Safety Checks.
Public Forum
There were comments about alternatives to the Paddock at Middlewich Road.

Resolved; “That in accordance with the public bodies (Admission to meetings ) Act 1960 as extended by the Local Goverment Act 1972 section 100 the press and public be excluded from the meeting for discussion of the under mentioned item on the grounds that the publication of the matter would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted“
62/16 Clerks salary increase
Resolved the Clerk is to receive a pay rise of one scale with effect from 1st April 2016
63/15 Clerks Pension
Resolved the Clerk would not be entering into the works place pension scheme offered by Cranage Parish Council.
64/16 The next meeting would be on the 14th June @ 7.30pm in Cranage Village Hall.
